Small Engines (Lawn Mowers, etc.): MOwer only runs on full choke, john deere 14sb, kawasaki motor

Ive tryed everything on my John deere 14SB mower with Kawasaki motor. Cleaned carb, fresh gas, new line,left cap off while running yet it still only runs at full choke or at a very low idle anything else is spits and sputters. What would this be, thank you
