Question
After removing the air filter and placing my hand over the carb throat it sputters then dies. Can't get to run at full throttle. Will run and idle with out choke engaged but as soon as I try to engage the blades it dies. Will not get up to full throttle for mowing. I again removed the plug and again is black and caked with soot. I'm at a lost and can't afford a big repair bill. Thanks for your help Eric and any info you can give me.

Sounds like the carb is delivering too much fuel...too rich.

I would recommend cleaning the carb with compressed air from an air compressor.  You will have to completely dis-assemble the carb to clean it.

Let me know if you have never removed the carb so I can provide some tips.  Most important tip is NOT to loosen or mess with the governor arm or retaining bolt.
