Small Engines (Lawn Mowers, etc.): governor, set screw, snowthrower

Hi, I have a very old 5HP Toro Model 31625 Snowthrower { 1977 ? } It still starts and runs very well. However, the governor has gone out of whack { set screw came loose } and now the engine does not cycle the way it should when clearing snow. You have enough experience to know what I mean even though I am not explaining it correctly.
What is the correct procedure to set the governor ? Can you help me ?

Does the SB have a Tecumseh Hs50-67074b engine?
