Small Engines (Lawn Mowers, etc.): Troy Bilt 25CC Back Pck Blower, new spark, troy bilt

Hello,
Being a old wench and working on the Sons 1 year old blower I bought him, I found that the rings were seized which I found a set. I done the usual and cleaned everything up while the Piston and Jug looked ok. Put everything back and got good spark and compression but wont do anything wont hit at all?
Any ideas what to check?
Only has about 10 hrs at the most, of course the factory wont help.

Is the engine a 2 cycle engine?  Will it try to start if you prime the engine?  What is the compression (psi)?

Is the fuel you are using less than 30 days old?  Is the spark plug new?  The plug may be fouled...have had lots of issues with fouled spark plugs, even brand new spark plugs right out of the box.
