Hi, I was given a Rover 2 stroke mower in good condition, would not start, found fuel in system old so replaced it, found the inside of the carbi. coated with black hard oil, which I cleaned out as best I could checking that the jets were clear. Found a spring on the carbi throtle arm doing nothing, removed it, can gey the mower to start with sponge over the air intake, when removed it dies, cannot get to rev. throtle lever on handle when moved does noes not operate the carbi lever.
Do you have a photo of the carbi and it settings/springs ets???

Guessing you are in Australia...have not seen Rover mower brand in the US.  You mentioned "black oil" in the carb...is the main carburetor butterfly shaft sticking due to the "black oil".  I often find if the carb is that dirty the butterfly shaft needs to be cleaned and/or lubed.

Will the engine speed increase if you move the carburetor butterfly shaft by hand?

Is the engine made by Rover, Suzuki, Tecumseh, Briggs?  

Are there any manufacture's name on the carburetor?

Did you check You Tube for Rover carburetor?
