Sounds like the safety switches may have a problem. You have a safety switch under the seat & by the PTO & brake,& by the reverse switch ( some Models )Here are the Diagnostic Instructions for Checking the Safety Switches: PLEASE REMEMBER THAT THE INSTRUCTIONS FOR CHECKING THE SAFETY SWITCHES IS JUST THAT!!! FOR CHECKING ONLY. I NEVER Suggest a Mower be Operated with a Safety Device or Switch Disconnected or Bypassed. On Some Model Mowers you can Simply Unplug the Safety Switch from the Harness. On Other Models you have to Place a Jumper Wire Between the Harness Terminals 1st check the seat switch make sure it is connected,if it is then by pass this by installing a jumper wire between the 2 openings on the wired part not the switch, before you do that take a meter with a continuity tester and check the switch to see if it is open or closed if it is open then the switch may be bad.Try the mower with the jumper in place if it still does this leave the jumper in and go to the next switch repeat the process until you find the problem, then install all the switches back one at a time as you may have 2 switches bad.
