Small Engines (Lawn Mowers, etc.): Honda gc160 pressure washer, honda gc160, starter fluid

last season, we had problems with it stalling as soon as you stopped spraying water, it stalled. this season it was working fine, than it would lose power, pick back up for thirty seconds to a minute, than lose power, and eventually stall if you stopped spraying while it was low on power. i took off the carb, all the jets the throat,  everything is clean, it only ran with the choke open completely, from the factory. now it was running rich, so i replaced the plug after cleaning the carb and it wouldnt start, so i put some starter fluid in the cylinder bore through the spark plug hole and it started, stumbled, and after  it all burned off it stalled. now it starts intermittently. i may have hit the air fuel mix screw, and it seems like it only turns about 100 degrees and stops but i am not sure. how do i adjust the mix properly, and what could be causing the problem? the float seemed empty, couldn't hear any gas in it and it felt very light, and it wouldn't let gas flow when i held the float up so i dont think the fuel bowl is flooding. any help is greatly appreciated.

Did you blow compressed air from an air compressor through all the carb orfices?  How often do you used the pressure washer?  Did you store the unit inside over when it was not being used?  When it works, does the pressure from the pump seem the same as last season?
