Small Engines (Lawn Mowers, etc.): Tecumseh OHH60, fuel stabilizer, watt generator

I have this engine on a 3000 watt generator. I have always kept fuel stabilizer in it. I run it once a year whether I need it or not. It has always had an off-and-on issue with surging, but now it won't go away even after 10 min of running. Do I need to clean the carb?

A little bit of surging is pretty much a given on a generator, especially a Tecumseh. But in this case, yes it sounds like the carb does need to be cleaned, as well as a complete tune-up (plug, air/fuel filters, and an oil change). This should take care of the issue.
