Small Engines (Lawn Mowers, etc.): briggs and straton mower wheel wont turn, briggs and straton, spur gears

I have a Briggs and Straton Yard Machine push mower. 6.25 HP, 22" cut, Self propelled High Wheel 2 in 1, model # 12A526LO62. The right front wheel will move but then locks up. Can you provide an explaination?

Is the wheel wore out can binding against the spur gear?  Is the spur gear pin rusted and not moving causing the wheel not to turn?

Have you taken the wheel off to see if anything is broke?

Note:  Most parts are interchangable but the spur gears are specific to the right and left side of the drive system...do not mix up the gears.
