Small Engines (Lawn Mowers, etc.): 2 cycle Lawn Boy Mower, spark plug wire, google

Question
A friend is bringing his 2 cycle Lawn Boy mower over Sunday for me to look at.  I have never worked on a 2 cycle mower engine before.  He states that the mower, when running, speeds up and down.  I would think it is a carburetor issue, but not sure.  Can you offer any advice about what might be causing this?  I don't know where the numbers are located on a Lawn Boy.  He says also that when he releases the brake handle, it makes a screaching sound and he has to pull off the spark plug wire to make the engine die.  I have remove the brake system on many Briggs engines and wired up a kill switch running a wire from the coil kill wire to a push button mounted on the handle and a wire back to a bolt on the motor.  Can this be done also on his Lawn Boy?  Any advice or suggestions will be greatly appreciated.  Thanks again,  Stephen

Answer
Start by cleaning the carb to see if the surging stops.

Yes you can connect a on/off switch on the LB.  The screeching sound may be an indicator of a worn brake puck/band.

I haven't checked Google for an online manual but it's likely you can find a free one if needed.
