    I have a husqvarna rider (2003) with a fh430v-as04 engine. At low speed it cycles up and down when not under load. It is fine when under load at normal cutting speed. If I pull the choke out just a little it will idle normally. Seems like the carb.

Concur, dirty carb, probably on the low speed circuit.  When under load, the governor opens the throttle butterfly which uses the carbs high speed circuit.  Since it runs smoooth under load the high speed circuit is fine.

Do you have an air compressor to blow through all the carb passages/holes?  Those carbs are pretty simple, just take lots of digital pictures as you are taking it apart so you know how to put it back together.
