Small Engines (Lawn Mowers, etc.): Honda GX 200, honda gx200, honda gx 200


Question
I cant get my Honda GX200 engine to start this year.  It is on a John Deere pressure washer.  I winterized the the engine by draining the carb,added seafoam to the gas, and winterized the pump.

I have drained all the gas and put in fresh gas, removed the carb and cleaned it out with carb cleaner and air (wasnt dirty).  


The engine ran before storage now it will not fire and back fires out of the carb.  I am getting spark and the plug is always has gas on it when removed.   Will not pop over even with gas poured into the cylinder.  I did a compression test and it was around 40 psi if i remember correctly.

I am no stranger to small engines but have never had any experience adjusting the valves.  I had the valve cover off and they seemed to be moving fine.  But I am not sure what the specs should be.

I will try a new spark plug...i wonder if i have an intermittent spark issue??
