Small Engines (Lawn Mowers, etc.): Toro Power Clear clutch stuck, assembly drawings, wet snow

QUESTION: Hello John.  I just bought a Toro Power Clear 221Q and used it yesterday for the first time to clean up a pretty wet and heavey snowfall here in NJ.  This is the 2 cycle engine model.  The machine works great but upon finishing my driveway I noticed that when I let go of the clutch engagement bar, the clutch does not disengage and the wire that goes from the bar into the motor housing just hangs slack - it is permanently engaged.  This hasn't affected operation and it will still start and clear snow but i wanted to check here for a quick fix before I take it to a dealer for repair.  Is this a common problem?  Is there an easy fix?  I am fairly good with samll engines but have not looked into this problem a great deal yet.  Thanks in advance for any information.

>>The Spring is #17 and the Pivot (aka Idler Arm) is #15 in the Breakdown.
>>Check the Spring and make sure it is Still Attached to the Pivot/Idler Arm and make Sure the Pivot/Idler Arm is Moving Freely.
