Small Engines (Lawn Mowers, etc.): carb adjustment, engine model type, speed jet

Question
I have a 11 horsepower Vanguard engine. Started out the egine would turn over but would not run. Acted like it was starving for fuel. I have cleaned carb, high speed jet, checked spark, flushed fuel system and adjusted valves. The engine will now run but only if chocked and will occasionally backefire. Any suggestions on how to solve this would be great.

Answer
Still sounds like it is running lean.  Did yo check to see if the intake gaskets are in good shape.

When you cleaned the carb did you blow compressed air from an air compressor through all the carb orfices/holes?

FYI, I have had to clean some carbs a couple of times to get them to run right.

What is the valve clearance?  Please send me the engine model, type and code number as well.
