Small Engines (Lawn Mowers, etc.): 16HP Briggs & Stratton Surges & Dies, briggs stratton, throttle arm

Question
I have a question pertaining to the last question I asked John on 1/19/2011.  I was not allowed any more follow up questions so maybe you too can give me some direction. I have gone through the entire fuel system & cleaned or replaced.  I have new spark plug & now new ignition coil/magneto. After replacing the ignition coil/magneto the engine ran like a top.  So I took the tractor for a spin, pushed some snow around & used the thrower.  All was well for about 10 min. when the surging started again. The PTO was not engaged at this time either.  I have spoken to a friend that had worked on Briggs years ago & he mentioned that the cause may be from the bolt that connects the throttle arm to the governor was loose or that the springs on the governor were weak or broken. Could this be the case or do you have any other ideas?

Answer
I have not experienced a loose governor arm retaining bolt but it is possible.

Most surging is caused by a fuel system problem.

Can you send me the model, type and code number information located on the engine shroud.  I'd like to look up your specific engine to see which carb it has as well as check to see if there are any "common" problem associated with your engine.

Send me the engine numbers so I can do some research.

Thanks.
Eric
