Small Engines (Lawn Mowers, etc.): Removing the plastic cover on my Honda HS35 Snowblower, honda hs35, model numbers

Question
I went to start my Honda HS35 the other day and the recoil cord came untied and the cord came straight out. I think the recoil is fin, but I cannot seem to get the plastics covers off to get at the recoil. The top red plastic cover has four bolts and it should come right off, but I can't get it around where you put the gas in. Is there a way to take the neck off where you put the gas in? If you have any other suggestions it would be appreciated. Thanks
