Small Engines (Lawn Mowers, etc.): Horse pony tiller, rear tine tiller, horse pony

John,
I bought a used older troybuilt pony rear tine tiller and it seems to always 'freewheel'.  I opened up the transmission and from looking at it the gear on the wheel axle seems slightly too far off to one side, so that the worm gear of the axle going from the engine to the tines isn't meshing properly.  There is a lever that moves the gear on the wheel axle, but it doesn't seem to move it far enough to engage with the other gear.  Could the gear have moved on the wheel axle, or could the axle have moved slightly off center of the transmission housing?  I'm just getting started and wondered which direction I should start at.
