Small Engines (Lawn Mowers, etc.): Tecumseh H-50 65242H Carb. Butterfly, butterfly question, little holes

QUESTION: No matter what I do  I can't get the engine to idle with the choke off. It shuts off immediately when I close it. Its been thoroughly cleaned twice and checked by a local mechanic.I'm wondering if the butterflies have been tinkered with previously. My choke butterfly is a semi circle with a small hole on the right and the throttle butterfly is a full circle with a small hole on the left.
is this the proper configuration ?

>>Have the Valve Clearances been Checked?
>>Have the Valves and Valve Seats Mating Surfaces been Checked?
>>When the Carburetor was Cleaned was it Soaked Overnight in Cleaner?
>>If the Valve Clearances or the Valve Seats (both the valve and Valve Seat Surfaces) are Worn/Burnt, you will have this Problem.

QUESTION: I just want to be more clear on the holes in the butterflies.
With the throttle side facing me and both butterflies shut, I
can see directly through the carb. through those little holes.

>>Due to the Many Carburetor OEM's, I want to be Sure we are Looking at the Same Carburetor.
>>I Require the OEM (Walbro, Zama, ect) and the Model Numbers Off the Carburetor. With these I can Locate a Breakdown of the Carburetor and Better Assist you.
>>I Looked at the Breakdown a Second Time and the Choke Plate is a Half Moon (as best I can Describe it) with a Small Hole to the Right and the Throttle Plate is a Full Circle with a Small Hole to the Left.
