Answer
Hello Garth:

>>Have you Soaked the Slip Fitting of the Steering Wheel and Shaft with Liquid Wrench or some Other Penetrating Liquid?
>>You can View a Breakdown/IPL at this Site Addy,
http://www.emerichsales.com/ and Select Honda Power Equipment in the Drop Down Under "Parts Look Up" at the Left of the Page. Now Fill Out the "OEM Part Diagrams Look Up by Model Fit" Section.
>>Usually when a Steering Wheel is Hard to Remove as yours is, the Steering Shaft is Removed with the Steering Wheel left on the Shaft.
>>The Steering Shaft has to be Disconnected from the Bottom at the Steering Drive Gear (#5 in the Breakdown) and then Removed with the Steering Wheel Still Attached.
>>Remove the Cotter Pin (#20 in the Breakdown) and then Pull the Steering Shaft Out of the Body.
>>The Breakdown Shows how to Assemble the Lower Steering Components when Installing the Shaft back into the Body of this Ride on Mower.
>>If you Hit a Snag or this Does Not Correct the Problem,  I Hope to be Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Be Safe and Happy. Thanks.

Good Luck
