Small Engines (Lawn Mowers, etc.): Tecumseh LEV80 dies, mtd mower, new inlet

I have a Tecumseh LEV80 Spec 333008C. on an MTD mower. It can be difficult to start but usually once running, runs well for the time needed. Today I went to start it. Added fresh fuel and noticed it dribbling out of the carb again. It  fired up relatively easily but will only run for 15-30 seconds before stopping. Acts like no fuel or spark. Fuel is full, and fresh. once it quits I can pull it again immediately and it will usually fire up again for 5 -10 sec then die. Or it may cough and sputter a few cycles the quit. Tried pulling the cut off cable tighter, no difference. It will also dribble gas out of the carburetor when sitting not running. Any suggestions? Current temp near 0c/32f. Need to get the last cut of the year done

The symptom you described is very common of a leaky inlet needle seat.  Just about every Tecumseh engine that comes through the shop gets a new inlet neelde and seat because this problem is so common.  Parts are less than $5.00 and I can install an inlet needle and replace the seat in less than 10 minutes.  Should not take more than an hour to replace.
