Small Engines (Lawn Mowers, etc.): Governor irratic, speed jets, hp briggs

Model 194412 8 hp Briggs on a Homelite generator. The carb is almost new and I tore it apart and cleaned every inch of it and blew it out with carb cleaner. The problem is the governor cycles back and forth no matter what I do with the low speed or high speed jets. The gaskets are new and tight. Your thoughts?

Generator governor springs are very sensitive relative to mower governor springs.

As such, you need to make sure the engine RPM is set to 3600 RPM.  How are you adjusting the high and low speed jets?  They should be about 1 1/4 to 1 1/2 turns out from a gently seated position.

If you can not notice the adjsutments changing the engine performance then the carb or needles may be damaged.  You should be able to stall or "kill' the engine by gently turning the needles in as you are leaning the fuel/air mix and starving the fuel from the engine.
