Small Engines (Lawn Mowers, etc.): 16hp Kohler running rough, pump fuel, sea foam

I have a 1983 Snapper 1650A Garden tractor. Has been running well until last year.  It started running rough, it will Bach, backfire and die. I had it looked at, and the person removed a spring from under the float, it runs a bit better, but not much. It use to just run rough under a load, now it runs rough/backfires etc all the time. Have rebuilt the carburetor, changed fuel, fuel pump, fuel filter,condenser, coil, fuel line.  This is driving me crazy I am sure I am missing something.  Any ideas?

The biggest problem you have is probably fuel. Backfiring is usually a timing issue or carburetor problem. Has the carburetor been soaked in a tank to get the jets clear? If you don't have access to one, find some DEEP CREEP or SEA FOAM, these products can get into those tiny passages and dissolve what may be there. The only other thing I didn't see any reference to is the points, you may want to be sure they are clean and gapped correctly.
