Answer
Hello Duane:

>>Sorry for the Delay. This Question was Located in the Question Pool and I can Only Answer Questions from the Question Pool when I am Not Answering Questions here or at the Other Site I Answer Questions at.
>>Always Remove the Spark Plug Wire/s from the Spark Plug/s before Working on Any Small Engine unless the Plug/s must be Connected to the Coil/s for Diagnostic Reasons.
>>From your Description it Sounds like the Carburetor Metering Valve is Not Set Correctly or the Exhaust Port is Restricted and Requires Cleaning.
>>The Following is a Basic Instruction File for Doing a Diagnostic on the Engine for this Problem. Any Input is Appreciated.
>>**Remove the Muffler and Make Sure the Exhaust Port is Clear.
>>If it is, then Try to Start the engine with the Muffler Off.
>>If it Starts and Runs Properly, then Clean the Spark Arrestor Screen in the Muffler or Replace the Muffler if Required. Some Mufflers will Split apart for Cleaning of the Screen and Some are Screwed/Bolted to the Outside and on Others the Muffler has to be Replaced.
>>The Carburetor Metering Valve should JUST TOUCH the Ear on the Diaphragm that Actuates the Metering Valve.
>>If the Metering Valve is Set too High, then you have the Problem you Described and if it is Set too Low, the Engine may Idle but Starve for Fuel when you try to Increase Engine RPM's.
>>Adjust the Metering Valve by Slightly Bending the Actuator Arm Until you have the Correct Clearance.
>>You can View a Breakdown of this Unit at this Site Addy; http://www.ryobitools.com/ and Select "Parts/Batteries" under the Service & Support Heading. Now Select "Go to Ryobi Outdoor Parts Store". Now Select "Repair Parts Catalog". Select I Agree to Terms. Now Enter the Model Numbers and Click Search. Now Double Click on you Model in the Results Area.
>>If you Hit a Snag or this Does Not Correct the Problem,  I Hope to be Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Be Safe and Happy. Thanks.

Good Luck
