Small Engines (Lawn Mowers, etc.): Honda Eu1000i generator, honda eu1000i generator, carbureter

Question
QUESTION: Have an Honda Eu1000i inverter generator. Serial EZGA-1096425
This gen hunts and stalls when put under load, but works ok under lite load.
Removing the air cleaner so I can observe the throttle action, it will work ok for a while then will start to hunt. The throttle will slam wide open, then will over correct, and slams closed, over and over till the engine stalls.
If I stick a small screw driver into the linkage and hold it still where required for the load (a 700 watt toaster) the generator runs fine and handles the load no problem.

This action happens both with the eco switch on or off.
So far I have taken the carbureter off and cleaned the jets and sprayed in carb cleaner and blown it out.
I have measured the resistance, and checked for binding on the throttle control motor (as per a repair manual I downloaded. I even hooked up an external gas supply to the carb, as I thought the fuel pump or gas tank may be starving it for fuel. When I open the fuel drain screw on the carb, there seems to be lots of fuel getting to the carb.
Im wondering if it could be the inverter module ? if so I guess it wont be worth repair..

Thanks in advance for any help.

ANSWER: Can you send me the manual link?  I want to see if the gen has a mechanical or electronic governor.  I suspect the problem is still with the carb.  Did you blow compressed air from an air compressor through all carb orfices?  Sounds like the carb high speed circuit is still blocked.

QUESTION: I posted the manual at

If you have trouble getting it, let me know where to send the file.
I,m not sure of what the hi spped circuit in the carb looks like.
Im sure the governer is electronic, because there is a throttle control motor which is contolled by a module.

Answer
The governor is electronic.  I read the ECO motor test in the manual.  Did you test the ECO motor as stated in the manual?  If so, and the ECO tested good, then I would remove, dis-assemble the carb and clean with compressed air from an air compressor.  I've had to clean carbs a couple of times before they worked properly.

Have you checked the valve clearance?  I wouldn't think this would cause the problem but it worth taking the half hour to check the valve clearance.
