Small Engines (Lawn Mowers, etc.): mower clicks but doesnt turn over, dixon ztr, jumper cable

Question
Mower ran fine.  Put new tires, new spark plug, battery.  Mower just clicks doesn't turn over.  Dixon ztr 3304.
