Small Engines (Lawn Mowers, etc.): DYT4000 Craftsman Mower, control lever, cruise control

I have a DYT4000 mower, model #917.273280, sn 022803D003940. The freewheel control will not disengage the transmission so it can never be rolled. The tractor will not go backward. When I step on the reverse pedal, it will only make a grinding sound so I haven't stepped on it very hard. The same thing happens when I step on the forward pedal. However, if I step on the clutch/brake pedal, then the forward pedal, then push the cruise control lever down, I can let up on the clutch/brake pedal and it will go forward. I can then step on or let up on the forward pedal and go or stop accordingly. This is the only way I can get the tractor to move. Is there anything I can do to fix this? Can I take it apart to the point of fixing something in the transmission?
