Small Engines (Lawn Mowers, etc.): John Deere 445, john deere 445, piston rings

QUESTION: John,
I have a 1994 John Deere 445 with a 22 hp Kawasaki fuel injected, liquid cooled motor. It has been fouling plugs, so I did a compression test on both cylinders. I came up with 210psi in one and 200 psi in the other. I suspect that the piston rings are bad and would like to get your opinion. Should I try and have the cylinders honed and install new rings (in the area of 4hrs of shop time plus material, or should I go for a new motor.The machine had been useable by frequent plug changes, but I would rather fix it correctly.
I also had a problem when I tried to start the machine yesterday. I do not hear the fuel pump pressurizing, and hear the below dash relay chattering. The light on the board (LED) is green. I suspect a connection problem, or the fuel pump. Any insight would be greatly appreciated.
You guys do a really great job of helping people out, and I love to follow along to the outcome of many of these fixes. Keep up the good work!

>>If you use this Unit on a Daily Basis, then a New Engine would be the Best way to Proceed. If it is Used Weekly for Personal Use, then a Re-Ring (Hone Cylinders and New Rings, Gaskets, ect) is Suggested.

QUESTION: John,
I wanted to follow up on the fuel pump problem. I replaced the chattering relay, and it was not the problem. I pulled the fuel pump and tested it with 12v and it sounds fine. When the harness that ties to the fuel pump is disconnected, the relay does not chatter, and if you reconnect the fuel pump harness but disconnect the single wire connector that comes from the bottom of the relay, there is also no chatter. If I am not mistaken, this is the pink wire with the black tracer at the fuel pump. I want to check this wire for damage but ran out of time. It is not shorted to ground as I tested it. Any help would be greatly appreciated.
