Small Engines (Lawn Mowers, etc.): RPM surge, crankcase, tention


Question
I have a Honda 3813 and when it gets warmed up the engine rpm's will all of a sudden shoot up to about 5000 rpm's. Otherwise the mower runs great. I removed the governor and it looks as though it has been replaced and I could see no problem with it. The governor was adjusted according to the manual. I am checking spring tention but it looks like a original spring. (I have 5 of these mowers and they all have the same spring). Any suggestions?
