Small Engines (Lawn Mowers, etc.): kawasaki 19 hp wont start, spec numbers, valve clearance

HELLO , I'VE GOT A 19HP MOTOR I REBUILT IT NEW 1 PISTON AND CRANK.
I'VE CHECKED CARB,COILS,SPARK,OIL I'M STUMPED ON WHAT TO DO. ANY IDEAS? THANKS..

please let me know model and spec numbers of engine plate  

ie FD590V-AS07 EXAMPLE ONLY   

and i will try to help you out

you will need to let me know exactly what you did when assembling this engine
and does it have compression and spark @ right time and is camshaft timmed propely and is valve clearance set and is fuel getting to cylinders ?
