Small Engines (Lawn Mowers, etc.): set the govenor on a briggs, question pool, band saw mill

Hi John,
I have been reading some of your answers and man you are strong and very complete with your answers. Ok my problem is I acquired a 16 hp v twin Briggs engine. model 303447. I have it running but the governor does not open up as much as I think it should. first a couple of notes there was a string tied to the governor and the idle screw was WIDE open so the motor would run wide open once I got it started. ok after backing out the idle screw the motor seems to run great until I get it under a load and the governor opens a little, but I think you could stall the motor if you tried. a little more info I put this on a 28 inch band saw mill ( it had 8 horse on and it did pretty good) so when I throw this saw into a log and governor opens I would think it would open up a little more.  Any info on how to set the governor/ any other ideas would be greatly appreciated

>>Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt.
