Small Engines (Lawn Mowers, etc.): Honda motor on a pressure washer, karcher pressure washer, hondapowerequipment

Question
I have a Karcher pressure washer with a Honda GC 190 6.0. I started it, it ran for 30 seconds and stopped. I went to restart it and the pull cord won't move. There is oil on the dip stick. Is the motor frozen?
