Small Engines (Lawn Mowers, etc.): Replacing 57994 lever assembly for snow thrower, lever assembly, snow thrower

Question
I note you recommend re-welding lever assembly arm as a possible fix. If that doesn't hold, what is involved in replacing the assembly?  My manual does not cover that topic. I have a new assembly in hand.  Can you steer me to a technical note that steps me through the process.  I gather it is not an easy go but my 9HP snow thrower (Noma)is in excellent shape otherwise.

Look forward to your feedback.  Jim Lynch
