Small Engines (Lawn Mowers, etc.): Toro 180 throttle/governor linkage question, diameter rod, question pool

My Dad has a 2010 Toro PowerClear 180 4-cycle snow blower.
He let it sit all summer after putting it back in the garage
after the last time he used it.  Of course it wouldn't start
this winter.  While cleaning the carburetor, the throttle to
governor linkage disconnected.  This linkage consists of a
small diameter rod and spring assembly. Both the throttle
arm and the governor arm have 2 holes in them. My question
is this, which hole should hold the rod and which should
hold the spring?  And do both ends of the spring actually go
in both arms? Or is one end anchored somewhere else?
