Is There an Adjustment on the carborator to smooth it out. it seems to surge up and down.While setting there running
It is A honda on a log spliter  it is a Honda GVC 160

does this engine  surge @ idle, or governed idle , or top no load speed,   it can help narrow where to start looking

to isolate if indeed a governor or carb problem  with engine running hold the throttle link with your fingers and force it to either idle or rev if the surge goes away its the governor  if it doesn't its the carby

honda gcv  engine    surging usually  is caused by   a carb problem / air leak  or governor problem, try adjusting governor 1st  loosen nut holding arm to  gov shaft  , then move the link rod  to throttle full open  and hold at this position  , then turn  the gov shaft , with a pair of pliers  clockwise fully , then tighten the nut on governor shaft  note do not force throttle plate open , make sure all springs are located  and not mis-shapen ,

try this  then  if still apparent might need to remove carb( note  which way  springs are fitted and what holes  and where gaskets etc are fitted before removing them )  and give thorough cleaning  paying particular attention to idle mixture  jets and air bleeds  and main jets and main nozzle  also check for good fuel flow from tank to carb  and also  that tank breather in fuel cap is working/ clear also check gaskets at manifold block too  they can leak

is this engine  horizontal y/ n  if so dont forget about  fuel pump  is it working properly ?

engine speed should be about 3300-3350
