Small Engines (Lawn Mowers, etc.): homlite mod. lr4400, air fuel mixture, compression stroke

this generator set has a briggs model #197412 engine. engine starts if i shoot gas in carb for 2-3 sec. then dies out unless i squirt more gas in. Pulled carb of and pulled jets out cleaned everything good. this unit has a fuel pump and it doesnt seem to be pumping. is it possible to see if pump is working somehow. i would just buy anew pump if i was sure this is the problem but would like your opinion first. if you  crank  this engine over with the starter and have taken the fuel line off @ the carburettor does the fuel come out at full flow with each revolution ?

if so   its not the  pump it putting fuel from tank to carb ok  

next is the fuel bowl full when fuel line is connected to carb and engine is cranked  over with starter ?

if so   then i would check 1st the gasket between manifold and cylinder

then i would check the would be for  correct valve clearance would should be  0.005" to 0.007"
intake  and 0.009"  to 0.011 "  ex   at tdc  compression stroke
if unit has a tight inlet valve  unit might have this problem  check it may need a valve grind ?
the other thing to do is a leak down test  this pressurizes the combustion chamber with air
and you can find out what components are leaking  and how much
because burnt valves and seats will cause a vaccum not to be  created and  air fuel mixture will not be drawn in on intake stroke ready for compression and igniting

worst case cenario is camshaft  timming is out  but could really on a problem if engine had been previously rebuilt
