Small Engines (Lawn Mowers, etc.): Tecumseh carburetor rebuild, question pool, spec numbers


Question
I have kit 631893A to rebuild carb on a 2.7 H.P. Tecumseh.
1) Does the 1" metal plate on the diaphragm go up or down?
2) Does the small 1/4" white valve seat? go at the top of the metal piece with threads or does it get pushed down inside to the bottom?
3) I assume the thinnest part of the needle faces down.  Is this true?
4) Does the black washer get pushed down on the metal piece with the threads as far as it will go?
