Small Engines (Lawn Mowers, etc.): Tecumseh Motor wont fire, screw out, carb settings

QUESTION: I recently got an old Sears tractor with a Tecumseh OH 140 motor on it; when I first got it it ran but all 3 gears seemed to go about the same speed.  After a lot of looking I found a carb rebuild kit for it and installed the new parts.  I turned the carb float screw out 2 1/2 turns and the new idle screw out about 3/4 trun.  Now the tractor cranks and cranks but doesn't fire; I have sprayed starting fluid in the carb but nothing.  I took out the plug and grounded it to the engine, it produces spark.  I am lost for a solution.

ANSWER: Go back to your carb settings and set both of your idle air and main jet screws to 1 1/2 turns out. Start from there and see what type of results you have.

QUESTION: I think my excessive cranking has done more damage.  When I turn the key now the engine tries to turn over but makes a whiny noise when cranking unlike the normal motor grumbling.  Furthermore, it seems almost like the battery is dying even though it is fully charged, I looked at the flywheel through the guard while I turn the key, it will turn a time or two, then only half a turn, then turn again...almost like its losing power or catching on something

It is very possible that you have run down the battery, or damaged the starter from trying to start the engine so much. Always start at the source of power and work your way to the object of delivery of power. Have the battery tested correctly before going any further.
If the battery is OK, the proceed through the wiring testing for good grounds and connections.
If all good, then have the starter tested. Techumseh starters are not cheap, make sure everything else is good before buying one, and most of the time dealers won't let your return an electrical part.
