Hi Eric!  Yes, It does seem to have spark.  I squirted a little bit of gas in the carb, and it went on the first turn of the key.  It smoked a little bit on start up after the squirt of fuel,but cleared up within two seconds. When I push the machine in the basement for a couple of hours, it starts fine, but not when the temp is below about 40 degrees.

Briggs sells a block heater but you will have to check you engine model number to see if it will fit your engine.

Another item that can cause this problem and is often overlooked is the choke.  If you use a throttle cable to engage the choke the throttle cable may need adjustment to make sure it is fully closing the choke.  The same is true for the choke linkage on the carb.  I have seen the choke linkage or throttle plate wear and bend just enough to prevent the choke from fully closing.

You can remove the air filter and use a flashlight to inspect the choke butterfly to ensure it is fully closing when in the start position.
