where does the spring attach to on a riding lawnmower Yard Machine model# 13bn682g129 that attaches to part #694042-bracket control

Answer
Are you referring to the governor spring?  One connects to the governor arm and the other end connects to the spring hole on the inside, or back, of the bracket.  When you move the throttly slide on the outside of the bracket it will move the inside bracked arm.  You should see a hole to connect the spring to in the inside of the bracket.
