Small Engines (Lawn Mowers, etc.): Sears Tecumseh 6.75HP Lawn Mower, briggs stratton, self propelled mower

Hello;
I have a sears walk behind self propelled mower #917.377190.
Engine model # 143.006700 family YTPXS.1951BA 4 STROKE.
It will not start but will pull the starting cord back out of our hands occasionally. I looked for damage to the blade for a strike but nothing conclusive. The engine has compression, gets the plug wet with gas. I think perhaps the timing is off?
Can it be adjusted? I took off the top housing and removed the nut that holds on the flywheel. I inspected the keyway and it looks good. ( did not take off the flywheel) I will change the plug next, but it looks good. What should I try next?

 We are a Briggs & Stratton repair shop and don't work on Tecumseh. However I will tell you that you need to remove the flywheel to inspect the keyway and key. The key could be distorted below the top. Also make sure the blade is tight to the shaft. Sorry, that's about all I can tell you about that engine. Good luck.
