Small Engines (Lawn Mowers, etc.): Kohler engine revs high, scotts lawn tractor, cross shaft


Question
I just finished rebuilding the carb for my Kohler 17.5hp engine on a Scotts lawn tractor and now it revs extremely high regardless of the throttle control.  I can control the rpm by manually moving the butterfly linkage.  I'm thinking I may have messed up the governor adjustment when I took off the throttle linkage.  How do I know if it (governor) needs adjustment?  The engine model number is CV491S, SPEC # PS-27509.

Make this initial adjustment whenever the governor arm is loosened or removed from the cross shaft. To ensure proper setting, make sure the throttle linkage is connected to the governor arm and the throttle lever on the carburetor. See Figure 5-18.
1. With the governor lever loose on the cross shaft,
pull the lever towards the carburetor (wide open
throttle).
2. Grasp the cross shaft with a pliers, or insert a nail
into the hole in the end of the cross shaft. Rotate
the shaft counterclockwise as far as it will turn,
then tighten hex. nut securely.
3. Torque the hex. nut to 9.9 N·m (88 in. lb.).
