Small Engines (Lawn Mowers, etc.): Internal Governor, huskee, tractor supply

I have a Huskee Riding Mower 46" cut with 20hp engine
model 13AV607H131.  I purchased in 5/02 and bought the 3 year warranty. After calling the warranty Co they say I could have renewed within my 3 year warranty but tractor supply never told me that-and didn't know that when I went there today.  
ANyway, It ran out of gas while my son was mowing.  I filled it up with gas and now it only revs at a high rate of speed.  The only way to slow it down is to lower the idle to the lowest point.  I had it checked out by someone who works on mowers and he told me it was the internal  governor and he didn't want the job of taking the engine apart to get to it. I called another engine co. and they said to buy a new mower. Is this really that big of a job?  Is it just ironic that the mower ran out of gas at the same time the governor went bad? Could it be bad gas by any chance?  I have read that letting it rev at the high rate of speed will ruin the engine and to shut it off immediately.  Could it be anything else?

Here are a couple of things to check first. Check the spring that is attached to the governor arm for binding or trash buildup that would prevent proper operation. Also, check for debris around the throttle butterfly inside the carb. While you have the carb off, go ahead and clean it, making sure every jet and port is open. Try these things first. If it is an internal problem with the governor, then yes it is a major job to repair.
