Small Engines (Lawn Mowers, etc.): Toro carburetor problems, toro dealer, carburetor problems

Hey Jason,
I have a Toro GTS 150 (model 20475) thats 13 yrs. old now. I took it to a
local Toro dealer a few months ago because it would only run while fully
choked. They said it needed a carburetor but Toro has discontinued the
replacement (part #77-9630).
The local repair shop would not order a overhaul kit, so I purchased one from
Toro  online and took it back to them. They installed it and the mower now
would barely start and not stay running.  
I have since installed another Toro overhaul kit myself, because they only
replaced some of the parts after looking closer once I tore it down. I replaced
all the parts including the two welch plugs and the air bleed jet, and cleaned
all the ports well with 2+2 cleaner. The kit did not include a new float but
the old one seemed ok.
The mower will now start on the first or second pull but runs terrible and
very very rich. Its also spitting gas out of the carb.
Adjustments on the idle mixture screw have no effect, good or bad.
Any suggestion you have would be greatly appreciated.

sounds like you got the basics covered,has anyone checked the key way in the flywheel to see if it broke? If it needs to be replaced than it would be out of timing and not run good or at all in most cases.Other than that I am led to believe that the intake valve is not seating properly.Hope this helps,
