Small Engines (Lawn Mowers, etc.): Carburetor does not adjust, open position, recoil
Carburetor
My mower quit the other day. I believed that it was b/c it was not getting
gas. I took apart the carburetor and cleaned everything out. I have now put it
back together, but the carburetor will not adjust. I attached the spring
according to the attached diagram but it does not release back to off. If I
adjust the lever to high it's fine but when I move it back to low, nothing
happens. It seems to be stuck in the open position. I can manually move it to
low but it will not do it itself. It's as if the spring does not have enough power
to cause recoil.

I am not sure i understand you question.  Are you saying that the engine will not speed up?  or are you saying that it just runs at one speed?  Are you sure you did not bend the linkage when you put it back on the carb and did you put it in the proper hole on the carb shutter.

If the linkage got bent at all during assembly or removable of the carb, you can get the symptoms your describing.

Did you remove the shutter?  If you did did you by chance reinstall it correctly?  perhaps there is a bind in the shutter plate against the carb
