Small Engines (Lawn Mowers, etc.): Honda Mower Model HRX217TDA, wheel axles, clutch cable

Hi
My husband takes very good care of this mower and it has worked great for 5 years. The self propel no longer works.  He went to dealer and purchased and replaced the clutch thinking it was the fix. It was not. Was told by dealer probably transmission unit. He ordered and replaced. It still doesn't work. My hubby is pretty handy and is very mechanically inclined, but is stumped by this problem. Can you help or advise?

  There is no "clutch", but a "clutch" cable, which just engages the transmission via a lever, so I am guessing that the clutch cable was replaced first, then the trans, and it should be pretty straightforward, if the input pulley is turning, and the "clutch"
lever/cable is in the correct position, then the wheel axles should turn,and propel the mower.

The drive gears need to be reassembled correctly, however, and a new
trans and "clutch", could still have a "no move" result.

I need some more detailed info from him, to be of much help.
