Pulsa-Jet carb "rivet"
B&S engine # 130292, Type 0159. This engine is on my tiller. Last year I got it started once. This year I replaced the points, etc., and get a good spark, and it will start and run a few seconds when starting fluid is sprayed under the plug, but will not start without the fluid.

When the starter is pulled several times and the plug checked, it is dry, with no scent of gasoline.

Last year I thought the fuel was leaking around the choke at the very end of the Pulsa-Jet Carb, but this year, after starting it with starting fluid, I tried putting a bit of gasoline under the plug. Again the engine started and ran a few seconds. BUT, almost as soon as I began putting the gasoline in, it began leaking on top of the tank.

Then I looked down inside the carb with the filter removed and saw what appears to be a rivet at the bottom. Please take a look at the photo to see this "rivet". I stuck a screwdriver down and when the "rivet" was touched, it was loose.

I felt under the carb and could feel this rivet hanging down below the underside of the carb. I looked inside and pushed up from under and could see this rivet moving around inside.

I have checked all the online parts diagrams and although they show the carb, none show this "rivet". There is no hole through the center of the rivet, so I presume it's not a vent hole.

Do you know what that "rivet" is supposed to be for? Could that be causing the failure to start problem?

I looked around the shop and found a similar carb, and its rivet
was tight, it could just be a point they clamped on when machining the carb, I don't know, but your problems are in the carb.

On the side is the fuel pump diaphragm, it pumps the fuel up out of the tank, which fills a small bowl under the carb, then to the engine.

You should remove both the tank and carb, and replace the diaphragm and gasket, and inspect that bowl for rust holes too.  Blow out all
of the passages and reassemble.
