The engine on my mtd riding mower just started surging,increasing then decreasing rpm,back and forth,it is most severe when not under load,when the mower is engaged it is not as noticeable,is this a carb problem or a governor problem and how do I fix it, thankyou

Your model number is missing a digit, but it sounds like you have
the flathead twin engine, and your carb has a little dirt in it.
under the air filter, on the front bottom of the carb, should be a
low speed mixture screw, which turned a little to the left, will
richen it up a bit, and may even out your problem, otherwise
you should remove the little brass plug on the side bottom of the carb, takes a 5/8 wrench to remove, and when removed, gas/dirt will dribble out.  Under that is a jet, which can be removed with an
allen head wrench, and cleaned, do that and your engine should run better.
On some engines, instead of a plug, is a fuel shutoff solenoid, which
can be removed and the rest is the same.
