the carb does not inject fuel intoengine whenpressing primerbulb. soaked carb in carb cleaner for week. ports seem to blow clear. 2003 us epa-ph2 ;  3pwes.0254by  25cc em ;  ser.# 03262n 200392-2 ; mod. wt 200;  711724.  IF I PUT GAS IN PLUG HOLE IT RUNS

It is actually not a primer, but is a purge bulb, it pulls fresh fuel through the carb, and returns it back to the tank, purging air out of the fuel system.
Then the carb has to start with a choke.

If you have to keep it running by priming, then you need to disassemble and clean out the carb.
