Small Engines (Lawn Mowers, etc.): throttle, briggs and stratton, throttle shaft

QUESTION: My friend has a Briggs and Stratton (5hp I think) Model no.10G902,Type 0171-B1 and Code no. 03011454. When I crank the Murray push mower it runs wide open. I cleaned the carburetor and used a air compressor to blow it out three times just to make sure I did not miss anything. I did install a new diaphragm on tank top and a new gasket on top of diaphragm, but everything else looks good. I installed the five screws and tighten them the way the Briggs and Stratton manual instructs. The manual also reads " after screws are tightened to 15 in lbs, push down on the throttle shaft and rotate shaft to closed throttle position. This will properly position the throttle plate". I did what it reads but when I hook the governor spring ( I installed a new spring ) and governor link to the throttle shaft the throttle is open and the only way to close it is to move governor link by hand back away from the carburetor. I did moved the control bracket tab toward the carburetor and nothing happens. I did installed a new exhaust manifold, I do not think it has anything to do with it. There is only two things I do think it could be, the throttle shaft is bad or something in the motor is broke
that controls the governor.

Because it was running wide open?

What do you mean by exhaust manifold?

QUESTION: I cleaned the carburetor because I thought something might be in the carburetor stopping the throttle plate from closing and making the engine run wide open (to fast). I checked the RPM and it was around 4900, which I think is to fast.
I replaced the exhaust manifold because it was broken.

I would try to adjust the gov., follow the rod back to the lever
coming out of the engine, loosen the clamp, hold the throttle wide open on the carb, rotate the gov. shaft counter clockwise at the same time, and tighten the clamp.
See if that straightens it out.
