Small Engines (Lawn Mowers, etc.): Steer Shaft Removal, shaft removal, phillips head


Question
I have a Troy-Bilt Pony, model # 13AN779G766, 42" cut, 7 speed lawn tractor with a B&S 17.5 hp motor. I am trying to replace the shaft with a new one, but can't seem to loosen the phillips head screw at the end of it under the mower.  WD-40 hasn't worked and the area is too small turn with the tap of a hammer.  any suggestions...thanks.
